Project Brief Introduction

Quali-Top Ltd., on 1, April, 2009,  has launched its two-year long spacious project, which has been espoused by the National Office for Research and Technology, titled: “Origination of the Methodology of an Integrated System, which enhances the safety of the related population and of the rescue teams, acting in the process of Prevention of Danger and Accidents”.

The target of this Project is to create the methodology of such an operation management and resources recording system, which comprises of up-to-date technical and information technological tools. With these tools we can considerably enhance the life- and personal security of those citizens, who are touched by the tribulations and straits, and are taking part in the protection operations against the disasters; even the organization of the protection operations can be made quicker and more effective, as well. Within the frames of this Project, a test-environment will also be established, which is suitable for conveying technical measurements, which are based upon practical experiences, comprehensive international analyses, and data-acquisitions. This test-environment will facilitate the elaboration of an integrated operations management and resources recording system, with involving authentic professionals into the project. Furthermore, the testing, which is necessary for establishing the methodology of the technical system to be created, will also be realized within the frames of this project.

The enormous advantage of the results of the project is, that a precisely defined methodology will be created, which will permit for the making up of the system, which will significantly enhance the security of those citizens, who are taking part in the rescuing operations during disaster situations. Using this methodology, the area-safeguarding and surveillance operations per unit of time can be made much more extensive and documented, using the opportunities created by the extended personal- and device-monitoring and -tracking. Parallel to this, a special sort of flexibility may also be realized, which will provide for the monitoring and tracking of the rescue activities – using a uniform surface – even in that case, when international rescue forces are involved into the rescue-operations.

The project also has significant social and ethic aspects, and the results of the development exert relevant influence on the public security, but as a matter of fact, also onto the public health, and onto the protection of the human life. In addition to all these, said above, this project will also contribute to the development of the region up to a European level – from a given point of view –, and will also warrant for the chance, for the citizens and inhabitants of our region, that these people could be given the most appropriate and congenial protection, in case of an incidental disaster situation.

Consequently, this project is searching for a response for a currently unresolved problem – at the same time giving the frames for the responses – whereby later a suitable system – which currently is not existing – can be elaborated and established, with using an experimental improvement and development process. This system basically would suit and meet the demands and opportunities
